Fwd: Students in the cold today (Sharing of a Special Day with the Broader Community)

The E-mail and letter attached further below was shared by Principal Steve Fuller with Park Crest Middle School parents. As Principal Fuller stated in the letter, "Your kids represented us well today, showed respect for a fellow American...they were visibly moved...Thank you for sending us such good citizens..." Their choosing to take part in showing respect to a Fallen Warrior surely made an impression on those who drove by them. Here is what they were a part of:

Jan. 29th was one of those special days--a day where many people came together--in this case to honor a Pflugerville Fallen Warrior. The celebration of Capt. Sean Lyerly's life and service to our country was marked on Monday, Jan. 29th, midday, with a standing room only service with family, friends, and the community participating. The service included Most Reverend Bishop Gregory Aymond presiding, and Gov. Rick Perry, Congressman Michael McCaul, State Rep. Mark Strama, and members of the military, Disabled American Veterans, and the Aggie Corps of Cadets in attendance.

The funeral procession from the church was impressive with numerous law enforcement motorcyles, many Patriot Guard members with U.S. flags on their cycles, and various law enforcement vehicles and a long line of cars with their lights on. This solemn cermonial parade, with law enforcement vehicle lights flashing, passed Parkcrest Middle School as it exited St. Elizabeth's Church. The first person you saw along N. Railroad was principal Steve Fuller respectfully saluting Capt. Lyerly, his family, and those who escorted him, followed by many middle schoolers from Parkcrest witnessing the procession along the school's eastern boundary. Then the younger students at recess at Brookhollow Elementary were seen pressed along the playground fence taking in the moment. Each and every one of the cars not involved in the procession line came to a standstill on the opposite side of Railroad and then along the opposite side of W. Pecan (FM 1825) all the way to IH35. The funeral procession was long. It appeared to stretch from the center of town to IH35. The roads highs and lows and curves let you see far ahead and it was an impressive sight to see. One young adult riding in a truck parked at Heatherwilde intersection stoplight stood outside his passenger door, proudly saluting our fallen young soldier. He had that look on his face that you wanted to capture in a picture.

Upon arriving at the cemetery, flags were in abundance on both sides of the final part of the procession, due to the Patriot Guard and Pflugerville citizens who joined them to show their support and respect for this helicopter pilot. These flags waved as Capt. Lyerly was committed to his final resting place--after the presentation of flags that flew over the U.S. Capitol to his family, a multi-gun salute, two trumpets playing taps in an echoing fashion, and a helicopter flying overhead, with the co-pilot protuding from his window giving a firm salute to Capt. Lylerly below. It was one of those special days--one where many came together to extend a salute or put their hand over their heart for a Pflugerville citizen--a Fallen Warrior--who paid the ultimate price.

About 25 students in Mr. Gross's Fourth Period class had to be outside today for an extended period of time, but for a good reason. Please read the attached letter in order to understand.

Dear Parent,

      Your child got to participate in an important, but unexpected ceremony today that required his/her being outside for over an hour. I sincerely apologize if he/she suffers any ill effects from this, but perhaps the following explanation will help to mitigate the circumstances.

      Captain Sean Lyerly, a US Soldier killed in Iraq last week , was the college roommate of Mr. Ryan Gross, Science Teacher here at Park Crest. Capt. Lyerly's funeral was held at St. Elizabeth Catholic Church, next door to Park Crest, today. It was scheduled to begin at noon. At about 11:30 a.m., it was suggested that the entire student body stand outside as the funeral procession passed, to show their respect. Since that was not possible, it was decided it would be a nice gesture for Mr. Gross's class to stand out in front and represent the school, so that is what we did. What we did not know was that the funeral would take an hour longer than expected, and we were afraid if we went back in, we would miss the opportunity, so we stayed outside.

      Upon returning to the building, we let the kids know that we appreciated their sacrifice by being out in the cold, and took the opportunity to compare their temporary discomfort with the hardships faced by our troops in Iraq and other places. We emphasized before and after that their participation today should be voluntary, and if they had religious or political objections, or thought you would, they should not go. I said their participation in no way indicated anything other than respect for an American serviceman's sacrifice, and for their teacher's friend. All were given the opportunity to stay inside, and all chose to go out. Two students were even on crutches, and they hobbled out with us. I was very proud of them all and told them I thought they had learned as much or more from that hour outside than they might have in class.

      The kids stood at the curb on Railroad Ave. in front of the school, at attention, holding US Flags, as the procession passed by . The first wave of vehicles consisted of VFW and other veterans' groups on motorcycles, and they were visibly moved. As the family car and the hearse passed, your kids stood respectfully. Finally, Mr. Gross's car passed, and he too, was affected by what he saw.

      Your kids represented us well today, showed respect for a fellow American, and hopefully are none the worse for the wear. Thank you for sending us such good citizens.

Being held at the LBJ Library on January 29th from 6pm-8 pm in 10th floor Brown room (2313 Red River in Austin). We want to help you keep your New Year's resolution to get more involved in your community, to volunteer, to expand your horizon, to get up to speed with all of that confusing new technology, and to satisfy your curiousity about Texas Forums.

Jan. 31st - Input Needed for Zoning and Site Development Code Revisions

On Wednesday, Jan. 31st, at 7pm at the Pfugerville Justice Center Courtroom, located at 1611 E. Pfennig Ln, the City of Pflugerville is seeking your input. The city planning staff has been working to modify the zoning code to address a number of issues. In doing so, the site development code is being merged into the zoning code and the revision process is nearly complete, but not without your valued input. Staff has presented the proposed modifications to PfCONA and to targeted neighborhoods that are proximate to recent rezoning requests, however, the City would like for everyone in the Pflugerville community to have an opportunity to provide input and ask questions of staff. Please join us for such an opportunity on Wednesday.

To be held every second Monday at 7:00 p.m. at Justice Center at 1611 E. Pfennig Ln. Will include PfCONA Executive Committee elections and 2006 activities review/evaluation and 2007 direction/scope of work and calendar. Nominating committee recommendations include: Pat McCord, PfCONA Chair; Angel Hernandez (Vice Chair); and Ellen Bailey (Secretary/Treasurer). Other board member positions up for appointment include: Communication Chair (Clay Leben seeks reappointment); Safety Chair (Chris Carmon seeks reappointment); Membership Services (volunteer sought); and Special Events (volunteer sought). Feb. 15-18 - National Conference on Civic Engagement

Accident Reports Available Online
The Pflugerville Police Departent announces that accident reports are now available online. Beginning 1/9/07 the public may access accident reports taken starting in the year 2007. Reports are available in two to three business days after submission by the officer to Central Records. The public will be required to pay a $6.00 fee online for the accident report. New Book Tells Pflugerville History
The Friends of the Pflugerville Community Library celebrated the release of the Heritage Society's new book, Dec. 10. Pflugerville: A Heritage to Remember is an oral history of long time residents of Pflugerville compiled by the Friends of the Pflugerville Community Library in partnership with the Heritage House Partners, city of Pflugerville, Pflugerville Community Library, Pflugerville Genealogy Society. The various storytellers who were interviewed for the book were on hand to sign the book and visit.

Deutschen Pfest is Seeking Artists

The Deutschen Pfest committe is soliciting art work for the upcoming 2007 T-shirt for he 32nd annual Deutschen Pfest They are seeking two designs: an adult Pfest shirt and a children's Pfest shirt. The children's design will be used for the coloring contest. The committe votes on design and winning artist(s) receive $200 and a complimentary T-shirt for each design selected. Envision Central Texas Stewardship Awards

Everyone be safe this Monday, MLK day. PfCONA Neighborhood Leader Roundtable rescheduled for Jan. 15th has been cancelled. There is a severe winter storm warning on Monday and below freezing temperatures and freezing rain/ice are expected throughout the day/evening and spill into Tuesday or beyond. Newscast are saying "be prepared for the worst and hope for the best."

PfCONA Executive Committee elections and direction/calendar planning/past year evaluation will be postponed till February PfCONA meeting, which will take place on Feb. 12th (usual 2nd Monday of the month), unless you are told otherwise. Bring your membership applications for 2007 at that time, which can be found at: www.pfcona.org/HowTo.htm. If your neighborhood does not have at least two official representatives or one or more have turned in an application, please do so to officially join/support our neighborhood network. Our February meeting should be packed if every neighborhood and affiliated organization makes sure they are represented.

Agenda: Direction and calendar for the year and pending community issues will be discussed, including PfCONA Executive Committee elections.

PfCONA Board Nominating Committee (note from PfCONA Vice Chair)

PfCONA officer elections are just around the corner at the January 2007 Neighborhood Leader Roundtable. The PfCONA board has approved forming a nomination committee to find and solicit nominations for officer positions. Nominees may either live in the city of Pflugerville or its ETJ. Jeff Sims, PfCONA Vice Chair, has been appointed to head this committee.

Two to four other members, preferably not currently serving as officers, are invited to serve on this short-term committee. Serving on the ad hoc committee does not mean you are willing to be a PfCONA officer, but does not preclude you from serving either. It is anticipated that there will be no more than three related meetings, not to mention correspondence via email.

Nominations can be made by any member and sent to anyone on the committee. So, if there is someone or yourself that is interested in either serving as a PfCONA officer (or committee head), or on the nomination committee, please let PfCONA Vice Chair know ASAP.

PfCONA elected officers are: Chairman, Vice-Chairman, Secretary/Treasurer.
PfCONA officers appointed by chair and confirmed by board are (committee chairs): special events, membership, safety, and communications.

PfCONA - Safety News: Pflugerville Emergency Services Appreciation Day - Aug. 19th

Pflugerville Emergency Services Appreciation Day is Saturday, Aug. 19th, from 10:30am to 1:00pm at First Baptist Church grounds at 801 W. Pecan. It is OPEN TO THE COMMUNITY and includes a free lunch* by Disaster Relief Yellow Hat trained workers. It is a community event to recognize Police, Fire, EMS, and more, including have disaster relief volunteers practice cooking for an emergency situation.

Mayor and Council will issue a proclamation and we will hear from our Police Chief, Fire Chief and State Representative. Come meet Emergency Services group members who will have booths with education information and Child ID service, Bike registration, Child Car Seat Safety Information, and other items like free gun safety locks. Star Flight Helicopter and Fire Trucks will be on location. All uniformed Police and Fire personnel are invited to attend.

Travis County Sheriff Department as well as Texas Highway Patrol have also been invited to attend. Southern Baptist of Texas State Convention Disaster Relief partners with the Salvation Army and the American Red Cross.

The Friends of the Library & Heritage House Museum collaborated and received a grant to do an oral history project with Pflugerville folks. PfCONA Communication Committee helped with some videotaping. Team has finished the interview process and are presently in the writing stage with the end product being a book. A brief presentation of the project will be given and questions entertained. Come a little bit early to view table display.

July 16th - 22nd - Food Pantry Appreciation Week in Pflugerville

Mayor Callen made such a proclamation at July 11th Council meeting to call upon all citizens to recognize food pantries in Pflugerville and to contribute generously to the
efforts of food pantries in Pflugerville to provide food to those who are hungry
with compassion, dignity, and hope.

The Storehouse at 1202 FM 685 is asking for help from the community (open Monday thru Saturday, 10am-7pm) to receive food or cash donations since summertime is when donations often drop off and the need is still great. Their phone number is 989-9989. Most churches in Pflugerville have a food food pantry or support one in town. Some examples of pantries accepting donations are First Baptist Church Food Pantry, First United Methodist Church Food Pantry, Immanuel Lutheran Church Food Pantry, North Rural Community Center Food Pantry, and St. Vincent de Paul at St. Elizabeth's Church. Family Faith Center and Pflugerville Community Church support The Storehouse.

Correction from Last Tidbits

In regard to brief in last Tidbits, it was mentioned that Keep Pflugerville Beautiful (KPB), an affiliate of Keep Texas Beautiful, was starting a new program called, Commercial Curb Appeal. This group of eight volunteers will be giving awards to Pflugerville businesses. PfCONA Chair utilized what turned out to be unconfirmed information from a very helpful Pflugerville Pflag reporter (Pflag did not include once story was published). Almost every volunteer is not a stay at home mom, as opposed to what was noted in brief. They are also not making awards themselves. They are being professionally done.

Windermere Utility Rate Increase Protest

Per information submitted to PfCONA on July 10th and discussed at PfCONA Neighborhood Leader Roundtable, a sample copy of protest letters against Windermere Utility Rate increases have been sent to Windermere, Cambridge Heights, North Park and West Park/Park Place, according to Cathy Caballero with Springbrook Meadows Owners Association. She said that all of their neighborhoods plan on going door to door to request people sign a protest letter. She will personally collect all gathered from each neighborhood and commercial property affected and will deliver them to the TCEQ all at once to ensure they have the minimum requirement to mandate a public hearing. She said that the important thing is to get the protests in to petition for a hearing, and she prefers to do relatively quickly (within one month) so we can proceed with getting a hearing scheduled as soon as possible.

She said that she has all the documents that showed what their rates were to be over the next 3 years and future years if no rate increase was filed. She said she has reason to believe they are being charged at a higher rate than what they are supposed to.

Note: PfCONA chair feels that it would certainly be prudent over the course of time to have utility company prove that what they are proposing is necessary, is based on solid and realistic facts/figures, and benefits customers. Residents in the service area (16 neighborhoods affected) and neighborhood/community leaders need to ask many questions, do their research, develop an informed opinion, and state their case as well in a persuasive and positive manner--ready to recommend viable and workable solution(s).

Hopefully many people will give their feedback via phone/E-mail/meetings, whatever it may be, because Bill Jasura*, company Vice President, claims that he had not really received too much feedback, especially against rate increase, as of 7/12. Hopefully the negotiation goes well and all sides involved develop a respectful and working relationship in order to reach a consensus.

Lake Pflugerville Grand Opening

The first public event on Lake Pflugerville took place on July 1st and at leat 500 people came out to enjoy food and water activities, not too mention get free t-shirts, water bottles, and frisbees. The lake is bordered by Weiss and Pfluger Lanes. It took almost six years to build and is the largest project in Pflugerville's history. While the lake's purpose is not recreation, the reservoir built to accomodate the city's needs as it grows, includes recreational opportunities such as water-filled playground for fishing, swimming, and non-motorized boating. There are fishing piers and a 3.1 mile crushed granite trail. [Source: based on 7/6 Pflugerville Pflag story]

Note: Although it is not planting time right now, PfCONA wishes for neighborhoods to consider, early next year, working with Parks and Rec to help donate (at least one tree) and plant trees, to beautify the lake area. Also, please notify police at 251-4004 of any persons doing anything destructive to the park or of any suspicious activity, as you already do for your neighborhoods and local parks.

Notice of Openings on SH130/SH45 Corridor Development Strategy Advisory Committee*

The City of Pflugerville is currently accepting applications of citizens-at-large for two positions on the SH 130 and SH 45 Corridor Development Strategy Project Advisory Committee. The City Council created this advisory committee to provide local knowledge and guidance to the consultant team which will be essential throughout the project to offer insight and decisions regarding current characteristics, anticipated trends, future and preferred development patterns and final deliverables. The purpose of the corridor study is to evaluate the corridors and propose development strategies to complement the corridors. To accomplish this the project is separated into three phases. The consultant has been given the authorization to proceed with the first of the three phases, the Visioning and Base Studies. The anticipated length of the project is nine months.

Applicants are required to have 1-year of City residency. Members serve without compensation and may not be employed by or hold any other position in the City's government. Pflugerville Superintendent Resigns

The Pflugerville ISD Board of Trustees announced July 11th that they accepted the resignation of superintendent Dr. Patricia Pickles in a 7-0 vote to approve a voluntary exit agreement. Pickles was hired last spring and went on a leave of absence from the district last month.

Charles Dupre will continue to serve the district as acting superintendent until a new superintendent is named. The board has not determined a time frame in which the search for a superintendent will begin.

Pflugerville ISD will move forward and continue to do what it has always done - serve the needs of our students, Board President Dr. Carol Fletcher said. The district has shown its ability to adjust to changes, but one thing about PISD will never change - its devotion to providing a quality education to every student, every day. Thank you for calling me back today, per my message left last week with District Manager Tony Elmer at 335-7580, inviting your organization to our PfCONA Neighborhood Leader Roundtable held last night. I'm sorry that a representative could not attend. This was on our agenda and neighborhood leaders, area residents, mayor, city manager, a city councilperson, police chief, city information coordinator, and Rep. Strama's chief of staff attended meeting and various attendees participated in related discussion and/or offered information.

As I mentioned, three out of the 15 neighborhoods represented last night live in your service area and spoke against the rate increase. They are joining with other impacted neighborhoods to submit protest letters (petitions) to TCEQ in order to request a hearing. It is our understanding that 16 Pflugerville area neighborhoods are affected by proposed rate increase and some may have been previously involved in 2001 rate increase negotiation.

You mentioned that you wish to host a large meeting at a school with neighborhoods involved or a series of meetings with individual neighborhoods to explain the rate increase. You also said that once permitted, you would wish to negotiate with neighborhood representantives ahead of time rather than be involved in a hearing process after rates go into effect in October (you said September would not be when an increase would go into effect), especially if it may involve crediting user's bills. You also said you would be willing to attend next PfCONA Town Meeting on August 14th at 7pm to introduce yourself and answer some questions.

You explained that reason for an amortized rate increase was to cover $20 million invested in system as well as electricity and chemical cost increases, etc. I mentioned that one resident last night said that his rate would appear to increase by 68% and you said that increase for residents would be about 40% unless their water requirements were higher. You also mentioned that business rate would increase about 50% and not 400% as was mentioned last night. You also said that the city wanted to make sure that any residents you served in city limits were provided for and that you would commit to buying 100 million gallons from city. I do not remember if you mentioned that would be annually. You said that was above and beyond any emergency water provided.

You said you needed a water tank constructed to help satisfy certain TCEQ requirements in regard to fire service needs. You said water purchased from another entity such as city was not part of TCEQ formula and that purchased water costs more than well water. You explained that a 100+ foot water tower, already approved, would be erected in an area behind CVS pharmacy and that it would not have any graphic/text on it unless city wanted to pay to put something on tower and maintain image/text.

Again, thank you for your time and feel free to pass on any additional, updated, or clarifying information so that PfCONA can share it with Pflugerville area neighborhoods and interested parties.

June 12th - PfCONA Town Meeting on Engaging Citizens in Working with Senior Citizens

Topics of discussion: Featured speaker is Serita Lacasse, Faith in Action Pflugerville Caregivers Executive Director, and then follow-up discussion on being involved in democracy and local issues. Pflugerville Caregivers is seeking to partner with neighborhood associations to spread the word that many seniors in our area need help.

June 17th - Pfun Day at Lake Pflugerville (Grand Opening)

On Saturday from 10am to 1pm at corner of Pfluger Ln./Weiss. Join pfolks for a get acquainted day at the Lake. Bring the family and friends to explore the 184-acre lake, go jogging/walking on 3.1 mile trail, try fishing at piers, go swmming in posted areas, and utilize boat ramps (non-motorized boats), and take a tour of the new water treatment plant. Coast Guard will be on hand to give out information on water and boating safety. Grab a hot dog, sausage wrap, cool drink, and snow cone. Canoes and kayaks will be available for rides. A volksmarch will take place around the lake...and it is all free. T-shirts to the first 500 guests. Water bottles and frisbees will be given out until their gone. Make it a family day at the Lake! Democracy Challenge Follow-up

May 8th PfCONA Town Meeting was a chance for Texas Forum moderators (from LBJ Library) to get Pflugerville citizens discussing how to their voice is important and encourage leaders to listen to the voice of the community. Follow-up notes will soon be posted at http://www.pfcona.org/.

Speaking of Democracy - May Election Results

In case you haven't seen the results, the following individuals ran for City Council and School Board and congratulations are in order for those who prevailed:

City Council/PISD Election Results: Victor Gonzales won City Council Place 5 seat (57%-785 votes to Sidney Hacker's 43%-601 votes)...Cynthia Graves won Place 2 on PISD School Board (61%-1833 votes to Kenneth Thompson's 39%-1168 votes); Elva Gladney was reelected to PISD School Board Place 1 (56%-1575 votes to Jo Eubanks' 46%-1236 votes).

Pfennig Ln. Rezoning Follow-up

David Buesing, City Manager, held a meeting with area residents (stakeholders)
regarding proactive zoning along Pfennig Lane (Railroad Avenue to FM 685)
on May 30th. PfCONA is promoting neighborhood involvement in these and meetings such as those involving Heatherwilde/Pflugerville Parkway corridor and Heatherwilde/Wells Branch Corridor. Future meetings to be announced.

Pfennig Ln. Temporary Change to One Way

To be converted temporarily to one-way in westward direction while work is done to road in area of Wal-Mart facility being built. Date of change to be announced.

City Commercial Development Negotiations Policy Follow-up

Chamber says "Come Home to Shop"

Greater Pflugerville Chamber of Commerce's new slogan to encourage Pflugerville citizens to shop in Pflugerville and keep sales tax dollars in the community, so that 60 cents cents of every sales tax dollar does not leave the city to neighboring cities. Out of the 1,000 businesses in Pflugerville, including 50 in the downtown area, here's some highlights of what's happening:

1) Dot's Resturant is coming to P-Ville. They have their new sign out at the old Mr. Gatti's. Carolyn Graf, Pflugerville Downtown Association President says, "They are a wonderful addition to our city and their food is outstanding."

2) Hometown Animal Care of Pflugerville opens on June 12th off FM 685 (between Split Oak and Applewood)

3) Dazzle Coffee off Pecan in downtown (2nd/Pecan St.) ribbon cutting on June 8th and opening on June 12th

4) Wal-Mart broke ground May 4th and is scheduled to be completed in Spring 2007

5) City Council is trying to lure Concordia University to Pflugerville, including setup of a an ad hoc committee to develop plans to facilitate negotiations

6) Storehouse just had ribbon cutting for its new location at 1202 FM 685, Ste C-5.

7) "Friday Night Lights" series was approved and will be on NBC on Tuesday at 7pm in Fall. Much of series will be filmed in Pflugerville beginning in August or so. [Source: Austin American-Statesman, 5/17/06]

Chamber Chatter Follow-up

Pflugerville Pflag reporter CW Hulin had the following to say (excerpts) about recent PfCONA presentation at May 9th Chamber Chatter Luncheon, on the subject of getting neighborhood residents to "Come Home and Shop" in town:

Are you a D&B shopper? Rod Reyna says he is a Downtown and Beyond Pflugerville shopper, that is, and he wants Pflugerville residents to be that, too. Reyna, chair of the Pflugerville Council of Neighborhood Associations, was the keynote speaker for the Chamber Chatter on May 9^ththat challenged the Chamber and its members, via an interactive session, to connect businesses with households in Pflugerville in order to encourage local patronage and creatively "live" the city's "Open for Business" theme.

"There are about 50 businesses in downtown Pflugerville now," Reyna said. With a 2006 population projected at 30,000 residents (per the City of Pflugerville's website), there are certainly plenty of locals that can help keep the businesses afloat. So why don't Pflugerville residents "Come home to shop" the 1,000 businesses in town?

Reyna believes the GPCC (Greater Pflugerville Chamber of Commerce) can do 10 specific things for the PfCONA /Neighborhoods* in order to encourage residents to do just that. The number one suggestion is to, "Co-sponsor activities with PfCONA and/or neighborhood's directly."

Reyna's number two suggestion was to, "Promote each other's activities." Reyna also reminded everyone about niche marketing. "You can target households, families, or just children," not to mention neighborhood leaders, singles, couples, teens, young adults, and seniors.

Reyna, on behalf of PfCONA organization neighborhoods and community, also brainstormed a 20-item list titled, "Getting Neighborhood Residents to Come Home to Shop" Downtown and Beyond* (Connecting households with businesses) that he noted can also apply to community organizations as well.

There are no guarantees that if put into practice, however, that any of these suggestions will work. The missing link in this chain seems to be to collaborate with groups like the Keep Pflugerville Beautiful committee, which Reyna referred this reporter to. Have you seen the colorful flags along Heatherwilde Drive? KPB President Diane Anderson has plans to put them all around town.

Anderson said, "Elements of each committee (PfCONA, GPCC, and KPB) can work together since we seem to have common goals." PfCONA models that by working together with community organizations such as GPCC, KPB, and Downtown Association as well as Downtown Planning Committee, Pflugerville Community Development Corporation, and local/county/state government.

KPB, an affiliate of Keep Texas Beautiful, is also starting a new program called, Commercial Curb Appeal. Her group of eight volunteers will be giving awards to Pflugerville businesses.

PfCONA NEWSFLASH: COUNTY PARKS PLAN AND POSSIBLE CDBG GRANT UP FOR PUBLIC REVIEW

Pflugerville area residents have the opportunity to provide input on these two county level items (County Parks and Open Space Plan and use of a possible $2.5 million CDBG Grant):

***TRAVIS COUNTY PARKS AND OPEN SPACE PLAN UP FOR PUBLIC REVIEW***

Travis County is distributing its proposed "Parks and Open Space Plan" for public review, and would welcome your input (written/spoken). A draft of the plan may be viewed online, accessed from the County's home page at www.co.travis.tx.us/ or click here to go to drafts directly. The County's proposed "Conservation Development Ordinance" may also be accessed at this site.

The purpose of this plan is to set policy regarding the development and maintenance of a wonderful system of parks and natural areas. Land acquisition (particularly as funded by the 2005 bond election), protection of river and stream corridors, and development of greenways are key areas of concern. This plan will also be submitted to Texas Parks and Wildlife Department (TPWD) for approval as a "locally prepared master plan", a designation that makes Travis County more competitive in the TPWD grant review process.

A public hearing is scheduled for the Travis County Commissioners Court session on Tuesday, April 18, 314 W. 11th St. so the public may speak directly to the Court.

A public meeting is also scheduled for Tuesday, April 25, 6:00 p.m. at the Satellite One Office in eastern Travis County, 9301 Johnny Morris Road. Comments will be received until May 3, 2006.

***COUNTY SEEKING PUBLIC INPUT ON POSSIBLE $2.5 M. GRANT USE***

In accordance with Federal Guidelines and in order to best serve the community, Travis County officials and staff are seeking input during a series of scheduled public meetings (April 17th, 20th, 22nd, 26th, and 27th) from residents of the unincorporated areas of Travis County regarding the most effective use of Community Development Block Grant (CDBG) Federal Funds. CDBG Staff are taking comments from the public for one week on the Citizen Participation Plan. Please contact Christy Moffett by E-mail(christy.moffett@co.travis.tx.us) or by phone at 512-854-3460.

Initial meetings at Commissioners Court will be held in the traditional public hearing format, with opportunity for Citizens to come and voice their views, opinions and concerns. Hearings in each of the precincts will be structured as an information session regarding the uses of CDBG, with facilitated discussion and decision-making for meaningful, comprehensive input from participants regarding their housing, community development and public service needs.

Travis County was recently designated eligible to receive $2,449,337 from the United States Department of Housing and Urban Affairs, Office of Community Planning and Development, in the form of a CDBG.

HUD awards these types of grants to communities to carry out a wide range of community development activities aimed at revitalizing neighborhoods, economic development, and providing improved community facilities and services.
